Senate Bill 1235, signed by Governor Janet Napolitano, requires the Arizona Department of Administration to create an online database detailing all state contracts. It must be available to the public on or before January 1, 2011, with a written progress report to the Governor, Senate President, and Speaker of the House by July 1, 2009.

The site muse be free, publicly available, and easily searchable. Visitors to it must be able to conduct searches by:

  • individual budget units and programs
  • individual contractors

and be able to download information from searches of the database.

[edit] Contract information included

All contracts in the database must include the following information:

  • Manner of payment
  • Funding Source
  • Type and purpose of transaction
  • Date and amount of each payment
  • Name of contractor receiving payment
  • Primary location of what is covered by the contract

Contracts in the online database will not include:

  • Tax payment/refund data that includes confidential taxpayer information
  • Data of payments of state assistance to individuals
  • Payee's addresses or phone numbers
  • Any other information deemed as confidential by law

[edit] Instrumentation

Beginning July 1, 2008, each government unit had to begin to provide relevant contract data to the state treasurer as designated. The database must be updated within 30 days after the end of the fiscal year, but can be updated whenever new information is available. Data will be kept online for at least ten fiscal years.
