"First, Pennsylvania emerged from the dark ages Jan. 1, with a new open-records law that at long last creates the legal presumption that almost all public records are subject to public disclosure.
Then, President Barack Obama took office, told his staff that transparency will be fundamental principle of his presidency, and issued several executive orders meant to wrench open a host of public records that had been locked shut by the Bush administration.
Thursday, the Pennsylvania Supreme Court struck another blow for open government with a ruling that autopsy records generally should be available to the public and should be released by county coroners."
