"Bay City officials say they are being cautious about releasing information on the city's electric utility - even readily accessible public records - in the wake of 93-year-old Marvin E. Schur's death.
The Times submitted a Freedom of Information Act request to the city Jan. 27, requesting copies of the city's written policies on winter power shut-offs and the use of "limiter" devices like the one placed on Schur's electric meter last month. The Freedom of Information Act allows a public entity five days to respond to a request."
