"A state Senate committee approved a proposal Tuesday to force member-owned utilities to follow open records and meetings requirements, which has drawn opposition from the statewide electric co-op association and its largest member, Pedernales Electric Cooperative.
Sponsors of the legislation say the proposal would bring greater openness to Texas co-ops and usher in other new requirements that would give the Public Utility Commission new oversight powers over such utilities. Since the Legislature deregulated the electric utility industry in 1999, co-ops have largely escaped state oversight."
