[edit] 2008 Controversy over Superintendent Jim Sisney

Broken Arrow school superintendent Jim Sisney began investigating the school's business relationship with Air Assurance, a heating and air conditioning business that contributed to the school's funding and also did business with the school. Sisney brought some accounting irregularities to the board members' attention, which resulted in Sisney filing a defamation lawsuit against Mike and Narissa Rampey, who own Air Assurance; Douglas Hudkins, a Broken Arrow optometrist; school board members Maryanne Flippo, Sharon Whelpley and Shari Wilkins; and school board attorney Doug Mann. Sisney's lawsuit says that Hudkins was openly accusing Sisney of stealing from the district.[10]

On July 15, 2008, the Broken Arrow school board was notified by counsel that they were violating competitive bidding laws regarding the school's contract with Air Assurance. That counsel was fired at a subsequent meeting. On Oct. 6, 2008, the Broken Arrow school board voted 3-2 to suspend Superintendent Jim Sisney. They also voted not to allow him back onto school grounds without prior approval.[11]

A Tulsa county judge approved a request from local businessman John Lare of Broken arrow to circulate a petition that alleges board members Maryanne Flippo, Sharon Whelpley and Shari Wilkins showed "willful neglect" in office when they denied a meeting quorum when they did not show up for a school board meeting on August 18, 2008. The petition also claims that the three showed "gross partiality and willful maladministration" on August 12th when they voted to hire the law firm Rosenstein, Fist and Ringold in addition to the district's legal contract with the Center for Education Law. Lare is also seeking the suspension of the three board members while they are being investigated, and filed a separate lawsuit against Flippo, Whelpley, and Wilkins alleging irresponsibility with taxpayer funds.[12]

Lare must collect about 5,000 signatures within 45 days, according to the Court Clerk's Office. If the Tulsa County Election Board verifies the signatures, a judge would turn over the case to the district attorney, and then a grand jury would be convened, Court Clerk Sally Howe Smith said.[12]

The Broken Arrow school board voted to fire Superintendent Sisney on October 23, 2008 with a 3-2 vote. Maryanne Flippo, Sharon Whelpley and Shari Wilkins voted to terminate Sisney, and Stephanie Updike and school board President Terry Stover voted against it. The Broken Arrow school board had voted 3-2 to prohibit public comment at the meeting.[10]

A proposal was given to the school board to make legal fees spent by the school more available to the public. Deputy Clerk Maryanne Flippo was not inclined to be open with the public stating, “I don’t believe the public is entitled to know these details. That is my job as an elected official,” she said.[13][14]
