California transparency bill

The California Senate introduced a bill that would make it illegal for a state or local agency to allow an outside entity to control the disclosure of information otherwise made available to the public. This came after the San Francisco Chronicle asked for the disclosure of a $165,000 audit done by an outside firm for the University of California at San Francisco. The University refused to even disclose the name of the firm because they controlled the confidentiality of the report.
