Dr. Charles I. Ecker serves as Superintendent of schools since 2002. In 2006, Dr. Ecker was appointed for a second term, which will be effective from July 1, 2006 through June 30, 2010.[1]

[edit] School budget
The operating budget for FY 2010 equals $336.2 million and continues to fund programs to support the school system’s master plan. The proposed budget reflects an increase in funding of $12.8 million or 3.97% over FY 2009. Major changes in the FY 2010 proposed budget include:
- Reduction of $3.4 million as indicated above.
- Increases in medical insurance and other fringe benefits for employees, electricity and natural gas needed for schools, and vehicle fuel needed for student transportation.
- $5.2 million for Manchester Valley High School which will open in August, 2009.[3]

Carroll County Public Schools has been awarded funds under the American Recovery and Reinvestment Act of 2009 (ARRA). Grants include:[4]
- McKinney-Vento Education for Homeless Children and Youth: $69,000.
- IDEA Recovery Funds for Services to Children and Youths with Disabilities:
- Special Education: $3,181,600.
- Infants & Toddlers: $102,785.
CCPS does not qualify for Title I or Educational Technology funds under ARRA.
