Chernoff Newman is a Columbia, South Carolina based advertising agency that also has offices in Charleston, Greenville and Orlando, Fla. It handles work for both private and public clients and has done a significant amount of work for South Carolina state agencies.[edit] Government clients
Between fiscal years 2007-09, Chernoff Newman handled work for nine different state agencies in South Carolina, including the South Carolina Department of Agriculture, the state Treasurer’s Office, the state Department of Public Safety, the state Office of Regulatory Staff, the state Election Commission, the state Higher Education Commission, the state Education Oversight Committee and the S.C. State Technical and Comprehensive Education Board. In addition, the agency has also worked with state-owned utility Santee Cooper,[1] the University of South Carolina's research campus Innovista[2] and New Carolina, a self-described public-private partnership “working to increase per capita income and enhance South Carolina’s economic competitiveness through a cluster development strategy.” [3]
At the top of the list of government clients was the South Carolina Department of Agriculture, for whom Chernoff Newman did nearly $2.85 million worth of work between fiscal years 2007-09, according to the South Carolina Comptroller General's Office.[4] [5] Among campaigns Chernoff Newman handled for the SC Department of Agriculture was Palmettovore, a $100,000 effort that sought to encourage Palmetto State residents to eat farm produce and products grown in-state.
In addition, Chernoff Newman earned more than $505,000 from the state Election Commission in FY 2008-09[6] and more than $480,000 from the SC Department of Public Safety in FY 2007-08.[7]
Chernoff Newman also handled public relations for the 2009 National Hydrogen Association Convention[8] that was held in Columbia, SC, in March 2009, an event partly organized by Columbia-based EngenuitySC.[9] Chernoff Newman also handles marketing and public relations for the South Carolina Hydrogen and Fuel Cell Alliance.
Also, for FY 2008-09 and 2009-10, Chernoff Newman was hired to design a seal and compile statistics on behalf of the S.C. State Board for Technical and Comprehensive Education in a de facto lobbying campaign. The tech board, which operates the S.C. Technical College System, allocated up to $200,000 to Chernoff Newman for the effort.[10]
In addition, Chernoff Newman has worked with a number of education clients, including those that have opposed school choice initiatives.[11]

Chairman and Chief Executive Officer Lee Bussell is on the board[12] of EngenuitySC, a public/private partnership that is at least partially funded through tax dollars. He is also on the advisory board of the Greater Columbia Fuel Cell Challenge, an entity organized by the University of South Carolina, the city of Columbia, the South Carolina Research Authority and EngenuitySC.[13] Bussell contributed $500 to SC Superintendant of Education Jim Rex in 2007, according to the SC State Ethics Commission.[14]
Vice President for Interactive Marketing Tony Mizzell lists himself as a founding member of EngenuitySC on the Chernoff Newman website.[15]
Public relations specialist Emily Brady,[16] who was involved with the National Hydrogen Association and Palmettovore accounts, is the daughter of SC House member Joan Brady.[17] Joan Brady is also on the board of EngenuitySC.[18]
