4th Ward Councilman charles Phillips Claim to Fame Found by a Federal Jury to have been guilty of firing the College Park Development Director for racial reasons. The "Colonel" as he was known around town, testified in a deposition that he had retired from the Air Force as a Lt Colonel, but when the untruth was discovered, had to correct the record to say Senior Master Sgt.
