David Carlin serves on the College Of DuPage board of trustees and is a strong support of government transparency. He was elected to the board in April of 2007.

The College of Dupage worked with For the Good of Illinois and is making its spending transparent in 2008 by opening their check register to the public in an online searchable format. The college has an annual budget of nearly $140 million. Currently, the college is the largest school to put its check register online. The school lists all vendor expenses, including the check number, vendor name, amount and a brief description of each expense.[1]
Trustee David Carlin and the College Of DuPage and Michael E. McKinnon, COD Board Chairman worked together to post the check register online. Since his election, David Carlin has advocated openness in the governance of the community college. Carlin proposed and implemented posting audio taped board meetings, minutes of board meetings and monthly board packets online.
David Carlin said, "In the internet age, taxpayers shouldn't have to file Freedom of Information Act requests to get information that should be made readily available to them online."[2]
