Delaware Senate Bill 184/HB 334 (2008)

Senate Bill 184 was introduced by Sen. Charles Copeland (R-West Farms) in December 2007. Concurrently, House Bill 334, identical to SB 184, was introduced by Rep. Greg Lavelle (R-Sharpley).
The bill requires the creation of a searchable budget database available to the public at no cost. It is part of the Delaware Taxpayer Coalition's 2008 Fiscal Transparency Package.

Recognizing that taxpayers should be able to easily access details on how their tax money is being spent, the database would clearly show how tax revenues are spent and what is achieved for the cost.

The Office of Management and Budget has been given a deadline of January 1, 2009, to have the website up and running. At that time, data for fiscal year 2008 must be available online, and the site must include the following information:
- Name and principal location of those receiving funds
- Amount of funds expended
- Name of funding/expending agency
- Name of funding source
- Budget program/activity of expenditure
- Purpose of the funding action
- Expected performance outcome of funding
- Past performance outcomes for the funding/expenditure
- Any state audit or report relevant to the recipient or the budget program/activity or agency
- Any other info deemed relevant by Office of Management and Budget

Information on each fiscal year will be added no later than 30 days after the close of the fiscal year. By January 1, 2010, fiscal year 2007 information will be added, with previous years added as is possible.

The Senate Bill was assigned to the senate finance committee on 01/09/08. It has yet to be acted on by them.[1] The House Bill passed out of administration committee on 04/23/08.[2]
