[edit] Conclusions chart
In May of 2012, Sunshine Review evaluated the 11 most populous school districts for website transparency. We chose to evaluate 11 districts instead of 10 because Memphis School District is being merged with Shelby in 2013-2014. The average grade for the school district websites was a D+ (48.6%).
