The Florida Association of Special Districts is a taxpayer-funded lobbying association in Florida. The Florida Association of Special Districts (FASD) unifies and strengthens special purpose government through education, the exchange of ideas and active involvement in the legislative process.[1]

There are over 1,500 Independent and Dependent Special Districts in the state, governed by more than 30 statutes, involving over 500 local governments, collecting billions of dollars in revenues.

Special Districts provide limited purpose government on a local level. Fire control, library, port & inlet, mosquito, water control, community development, roads, hospital, and other districts--all providing unique services, but all with the same need to be accountable and accessible to the citizens they serve.

The Department of Community Affairs is required (by Chapter 189, F.S.) to provide educational materials to Special Districts and has partnered with the Association to fulfill that requirement. Through the web site, newsletter, Certified District Manager Program, member meetings and annual conference, FASD continues to provide current news and trends to employees and governing board officials of Special Districts.[1]

The Association of Special Districts, Inc. was organized pursuant to the Certificate of Incorporation of the Association of Water Management Districts, Inc. in August, 1976, and reincorporated as the Association of Special Districts, Inc. in November, 1979. In 1992, it was reincorporated to change the name to the Florida Association of Special Districts, Inc. (FASD). FASD officers are elected every year. The President and the President-Elect, serve two-year terms. All positions are on a volunteer basis.[2]
