The bill required the Department of State to create a searchable website, available for free to the public. For each quarter of the calendar year, the site would have listed each expenditure by a government entity for all contracts over $5,000. Each contract listed online would include:
- Name of the government entity making the expenditure
- Date of the expenditure
- Amount of the expenditure
- Purpose of the expenditure
Each full-text contract must also be available on the website.
Exemptions are made for any public record exempt under the law.
