Gov. Jindal appoints seven to ethics board

27 August 2008 On Wednesday, Gov. Bobby Jindal appointed seven members to the state ethics board. With their addition, the board will have a quorum for the first time since last June, when members simultaneously left after protesting the Governor's new ethics laws.

The seven new members brings the total on the board to 9 out of 11. The remaining two seats will be appointed by the legislature, who is responsible for a total of four. The board normally meets every month, but has been unable to for the last two.

Members left en mass last June, complaining that new ethics laws were transferring their judicial role in ethics hearings to state administrative law judges. However, if they would have stayed, the new laws would also have subjected board members to personal financial disclosure laws.

Appointment process

The appointment process found the Presidents of the Louisiana Association of Independent Colleges and Universities presenting Jindal with a list of 38 nominations. He had to choose one for each of the state's congressional districts, with at least of those being Louisiana licensed attorneys.

In making his appointments, Jindal said, “I thank the presidents of the independent colleges for fulfilling their duty in an open and timely manner to submit a list of qualified ethics board nominees. It was very important that this nomination and appointment process move as swiftly as possible so that the Ethics Board can resume their work upholding our strict ethics standards in Louisiana.”[1]

New board members

The new ethics board members, representing their district, are as follows:[2]

  • 1st Congressional District - Mary Dumestre, attorney
  • 2nd - Rev. Gail Bowman, chaplin/professor
  • 3rd - Jean Ingrassia - US administrative law judge, ret.
  • 4th - Dr. Robert Bareikis - professor
  • 5th - Grove Stafford Jr. - attorney
  • 6th - Scott Frazier - attorney
  • 7th - James Boyer - attorney
