"The city and the subcontractor in charge of its schools construction project must release to The Courant all information turned over to the state criminal grand jury investigating allegations of corruption at city hall, the state's Freedom of Information Commission ruled Wednesday.

The commission voted 4-0 to approve two preliminary reports issued last month on the matter involving the city and Diggs Construction."
