Harford County is a school district in Maryland. HCPS is the 129th largest school system of the 17,512 regular school districts in the country when ranked by enrollment. There are 24 school districts in the State of Maryland. This places HCPS in the top one percent of school districts by size.[1]

Senate Bill 629 (2009 Session of the Maryland General Assembly), effective July 1, 2009, changes the Board of Education of Harford County from a fully appointed Board to an elected-appointed Board consisting of six elected members and three members appointed by the Governor of the State of Maryland for four-year terms to be phased in over a period of time.[3]. In addition, there is a student representative to the Board who serves a one-year term while a high school senior. The student is elected by the Harford County Regional Association of Student Councils.[4]
