Board of education
Senate Bill 629 (2009 Session of the Maryland General Assembly), effective July 1, 2009, changes the Board of Education of Harford County from a fully appointed Board to an elected-appointed Board consisting of six elected members and three members appointed by the Governor of the State of Maryland for four-year terms to be phased in over a period of time.[11]. In addition, there is a student representative to the Board who serves a one-year term while a high school senior. The student is elected by the Harford County Regional Association of Student Councils.[12]

Unions
The Harford County Education Association (HCEA) is the exclusive representative of the over 2,800 teachers employed by the Harford County Public School system. HCEA negotiates with the Board of Education for a contract covering wages, hours, and working conditions. They also advocate on behalf of its members to affect school system policy and work with parent and community groups to build alliances to improve Harford County schools. HCEA is affiliated with the Maryland State Teachers Association (MSTA) and the National Education Association (NEA).[16]
