[edit] Purpose

House Resolution 1 was passed to provide for audio and video broadcast of legislative proceedings, as well as the creation, nature and maintenance of the records.

[edit] Duties of the Speaker

The Speaker of the House shall be responsible for ensuring that audio and video of each meeting of a committee and of the House will be recorded, maintained, and available for viewing on the Internet. The entirety of these proceedings must also be streamed live via the internet. The speaker will ensure that these records are maintained for public viewing for a minimum of three years. These recordings must be easily accessible from the front page of the House of Representatives website.

These rules only apply to sessions held in the State Capital. These audio and visual records are not to be construed as the official record of a legislative proceeding. If through a technical problem or difficulty the sessions can not be properly transmitted and stored that is beyond the control of the Speaker, it will not be seen as a violation of this Rule. [1]
