"If you can't defend it, don't spend it" is the memorable phrase uttered on February 3, 2009 by Republican state senator Ted Harvey in defense of the original version of Colorado Senate Bill 57, 2009, after a Democratic-controlled state legislative committee watered-down the bill's provisions.[1]
