House Bill 0824 was first introduced by Rep. Brandon W. Phelps on February 2, 2007. Since then it has gone through numerous changes and amendments, finally passing both houses unanimously on May 31, 2008.

Intent

HB 0824 is a comprehensive ethics reform bill that aims to end what has been called "pay to play" politics.[1] It seeks to increase transparency and accountability at the state level.

Implementation

The bill requires the state treasurer to post information on their official website dealing with the investment of public funds. It also places limits on campaign contributions from individuals and businesses that receive state contracts. Alongside that, it requires increased disclosure and transparency from bidders who are engaged in business with the state.

Status

The bill was sent to Governor Rod Blagojevich on 6/30/2008, receiving an amendatory veto on 8/26/2008.[2]
