Jefferson City is the capital city in U.S. state of Missouri. It is the county seat of Cole County. Located in Callaway and Cole counties, it is the principal city of the Jefferson City metropolitan area, which encompasses the entirety of both counties. As of the 2010 census, the population was 43,079. Jefferson City was named after Thomas Jefferson, the third president of the United States.

Each of the City's five wards has two representatives on the City Council, making the composition of the City Council ten members. Elections are held each year to elect one Council member from each of the five wards for a "staggered" two-year term. However, in some instances when a Council member resigns or a seat is left vacant due to the death of a Council member, it is possible to have both seats from a ward up for election on the same ballot. In that case, the person elected by the Council to serve out the remainder of the immediate Council year can then file to run at the next general election to serve the remainder of the successor's two-year term.[4]
In April, 1993, the voters of the City approved an amendment to the City Charter which would limit the time a person is allowed to serve on the City Council to a total of eight years. Those eight years do not have to be consecutive. For instance, if a Council member resigns after serving a portion of the eight years, he or she may at a later date run for election to serve the remaining years of his or her allowable term.[4]
City Council members not only serve on the City Council, but are also appointed by the Mayor, with the consent of the Council, to serve on several Council committees as well as liaisons to City boards and commissions.[4]

Personnel costs increased by 2.4% from FY 2011 to FY 2012.[1]

After six months of employment, employees that work more than 1,500 hours per year are enrolled in the Missouri Local Government Employees Retirement System. The city pays the entire cost of employee retirement benefits.[11]

The city does not provide information on membership in any taxpayer funded lobbying associations.

The city charges 10 cents per copy for public records as allowed under Missouri's Sunshine Law. Records can be viewed without paying for copies, but fees may still apply for finding and collecting the records. All Sunshine Law requests are forwarded to the City Clerk's office.[7]

The City Sales tax rate remains at 2 percent of taxable sales (1% General Fund, .5% Capital Improvement Funds and .5% Parks Fund.)[1]
City Property tax rates are 55.61 cents per $100 assessed value (46 cents General Revenue and 9.61 cents Firemen’s Pension.) The Mayor and Council chose to eliminate last year’s property tax increase of 8 cents. The overall authorized tax ceiling or maximum allowable levy is $.6404. The current tax rates are 8.43 cents below our authorized rate.[1]
