Taxpayer-funded lobbying is the use of public funds by governments to influence other levels of government. Counties, for example, will pay lobbyists to influence the state or the federal government. This type of lobbying is often not disclosed to constituents. Counties hire lobbyists on a contractual basis, have lobbyists on staff, or join groups which promote or oppose legislation on their behalf. Lobbyists also help counties seeking specific projects or appropriations.

Will County has representation from lobbyist William F. Mahar, Inc. for representation in Springfield, Illinois' capital city. William F. Mahar provides a daily presence in Springfield on every legislative day as well as days when out-of-session committees meet:[1] [2]

  • Expresses the County's position on bills that affect it.

Will County also has lobbying representation for its interests in Washington. It is represented by lobbying firm Smith Dawson & Andrews.[2] The county lists the following as some reasons for having a contract with the firm:[2]

WHEREAS, the County Board believes that it is in the best interest of the County to continue to retain a professional federal lobbyist firm for Will County in regards to providing [...] approaches to successfully accomplish positive bottom line results while working with congressional authorizes, appropriators, and their staffs and the federal executive branch to obtain federal appropriations and vital legislative, regulatory, and political support for the County...

The lobbyist provides several services for the county:[2]

  • Drafts congressional testimony, amendments, and correspondence to the Members of Congress and their staffs.
  • Coordinate county board members' visits to Washington.
  • Works with the County to develop an annual Federal Agenda and legislative strategy.

Membership in the Illinois County Treasurers Association includes attending conferences. The 2009 Winter Conference cost $25 for registration and rooms were advertised as $70, plus taxes.[4] Base yearly membership fees are $820.[4]

Annual dues for the Illinois Association of Regional Superintendents of Schools are 1% of the members' salaries.[5] The organization considers superintendents and assistant superintendents of Regional Offices of Education "Primary Members." Will County comprises Regional Office of Education #56. The county has been a member since at least 2006.[5]

For its membership in the National Association of Chiefs of Police, Will County opts for the "Basic" membership, only paying for membership for one year in advance. This has been a consistent fee of $50.[6]

Dues for the Illinois Coroner's Association started in 2006 at $425 and have increased to $525 for 2010.[7]

Through its association with the National Association of Counties, county officials attend conferences and seminars. For example, he county sent county board chairman and two commissioners to the National Association of Counties in 2006, and two officials in 2008 to a conference on health issues.[8]
