Louisiana Act 774 is a piece of legislation that was signed by the Governor on July 3, 2008.[1] This act collects all the spending from all state departments and children 0 to 5 years of age and presents them together through the Early Childhood System Integration Budget (ECSIB).

[edit] Purpose of Bill

The ECSIB budget will assist lawmakers by:

  • Understand the amount and purpose of spending on young children, and to understand those trends over time. ECSIB will also help legislators understand the source of funding for this spending.
  • Identify gaps and unnecessary duplicate spending.
  • Ensure collaboration between state entities working towards the same goals.
  • To increase investments and resources on prevention and detection of problems, rather than correction.
  • To Guide private sector spending in early childhood efforts
  • To ensure money is being spent consistently with goals.
  • Design accountability projects that comprise strategic plans, fiscal analysis, and desired outcomes.
  • Identify opportunities to receive federal funding


[edit] Accountability and Presentation

The ECSIB budget will not be organized by department, but by one of the following functions:

  • A: Access to health care
  • B: Social-emotional development and mental health
  • C: Early care and education
  • D: Family support and parent education

All program and spending data will be entered into one of these components. Each budget item will also include the department and agency responsible for it. The Executive Director of the Children's Cabinet must present the ECSIB to the House Appropriations Committee and Senate Finance Committee during the review of the General Appropriations Bill. [2]
