Executive Order #BJ 2008-1 was the first Executive order passed by Louisiana Governor Bobby Jindal as part of his comprehensive ethics reform plan, which he campaigned on heavily during his run for office. Executive Order #BJ 2008-1 contains 4 Sections.

[edit] Section 1

Section 1 instructs all cabinet members to follow the protocol in Louisiana State Law RS 42 Section 1124, Financial disclosures. This requires the following information to be made public for both the cabinet member and the spouse of that cabinet member.

  • Occupation and Business Address of Cabinet member and spouse
  • The names and addresses of any business that the individual or spouse is a director, officer, owner, partner, member, or trustee and what interest he or she has in it. As well as any business where greater than 10% interest is owned,
  • The source name and address of all income the individual or spouse has received in excess of $1,000 as well as a description of what the payment was for.
  • A description and address of all real property valued of $2,000 which the individual or spouse owns

or has interest in

  • Any sale or purchase or stocks, bonds, securities or real property greater than $1,000
  • Any debt greater than $10,000.

These Assets and Liabilities can be reported in categories of value as follows:

  1. Category I, less than five thousand dollars.
  2. Category II, $5,000-$24,999.
  3. Category III, $25,000-$49,999.
  4. Category IV, $50,000- $99,999.
  5. Category V, $100,000-$199,999.
  6. Category VI, $200,000 or more.

This information needs to be filed with the Board of Ethics and become a public record. [1]

[edit] Section 2

All cabinet members as well as governor appointed officials and department officers are required to take annual training on the Code of Governmental Ethics beginning in 2008. Ethics training will follow the guidelines in Louisiana Law RS 42 S 1170. As follows:

For the term beginning in January 2008:

  • 2 hours of training on Governmental Ethics is required. 1 hour during the first year.
  • 1 hour of Financial Disclosure training is required

For the term beginning in January 2010:

  • 2 hours of training on Governmental Ethics is required in the first
  • 1 hour of Financial Disclosure training is required

For the terms beginning in January 2012:

  • 2 hours of training on Governmental Ethics is required every year.

This training may be done either in person or online. Training will be designed by the Board of Ethics as stated in RS 42 S 1134 [2]

Resignation will be asked of any appointed employee who is indicted while in office.

This Order shall remain in effect until amended, modified, terminated, or rescinded by the governor, or terminated by operation of law.
