Louisiana House Bill 1 (2008)

House Bill #1 is a key piece of legislation that was passed during the legislative special session held on ethics reform from Febraury 10th to Febraury 26th in the Louisiana legislature. House Bill 1 was passed on Febraury 26, 2008. This law requires everyone running for statewide office to file financial disclosures, as well as government officials in many more positions. [edit] Required Financial Disclosures:
Financial disclosures are now required for the following offices.[1]
- The governor and each person holding statewide elected office.
- The secretary of each of the following departments of state government:
- The Department of Economic Development.
- The Department of Culture, Recreation and Tourism.
- The Department of Environmental Quality.
- The Department of Health and Hospitals.
- The Department of Labor.
- The Department of Natural Resources.
- The Department of Public Safety and Corrections.
- The Department of Revenue.
- The Department of Social Services
- The Department of Transportation and Development.
- The Department of Wildlife and Fisheries.
- The Department of Veterans Affairs.
- The executive secretary of the Public Service Commission.
- The director of state civil service.
- The superintendent of education, the commissioner of higher education, and the president of each public postsecondary education system.
- The commissioner of the division of administration.
- The policy director in the office of the governor.
- The chief of staff of the office of the governor.
- The executive counsel to the governor.
- The deputy chief of staff of the office of the governor.
- The legislative director in the office of the governor.
[edit] Standards for Financial Disclosures
All of these financial disclosures must be filed with the same guidelines as stated in State Law RS 42 Section 1124 Here is a breakdown of the requirements:
All requirements are needed to be filed by both the candidate or government official and his or her spouse as well.
- Occupation and Business Address
- The names and addresses of any business that the individual or spouse is a director, officer, owner, partner, member, or trustee and what interest he or she has in it. As well as any business where greater than 10% interest is owned,
- The source name and address of all income the individual or spouse has received in excess of $1,000 as well as a description of what the payment was for.
- A description and address of all real property valued of $2,000 which the individual or spouse owns
or has interest in
- Any sale or purchase or stocks, bonds, securities or real property greater than $1,000
- Any debt greater than $10,000.
These Assets and Liabilities can be reported in categories of value as follows[2] :
- Category I, less than five thousand dollars.
- Category II, $5,000-$24,999.
- Category III, $25,000-$49,999.
- Category IV, $50,000- $99,999.
- Category V, $100,000-$199,999.
- Category VI, $200,000 or more.

The disclosures will be filed with the Board of Ethics and will become public records.
