[edit] Introduction

House Bill 29 covers the procedure and regulations for the Louisiana Board of Ethics. House Bill 29 is one of the pieces of legislation that was passed during the 2008 special session on ethics reform held from February 10th to February 26th.


[edit] Selection of Board Members

For selection of the board members the Governor is to appoint 7 members representative of Louisiana's population. These people must also be confirmed by the senate. Of these 7 members three of them must be licensed to practice law in Louisiana for at least 8 years.

No Board member may be an elected official or public employee, nor serve as an elected official or employee within 6 months of leaving the board. No elected official or public employee may become a board member until 6 months after leaving his or her office.

No person registered as a lobbyist in the past two years may be appointed to the board. If a board member becomes a registered lobbyist, he or she must resign from the board.

No person who is a party to any contract with any agency or entity of the state may serve on the board. If a board member enters into a contract with any such agency or entity, ho or she must resign the board.


[edit] Ethics Board Regulations

Members of the ethics board may not campaign for or against any candidate for office, or any ballot issue, or political party. Members of the board may not be members of a political party and can not raise funds for any party, candidate, or political issue. The Members of the Board of Ethics are to be politically neutral. The exemption for this is to privately voice his or her opinion and to cast votes in elections, in all other circumstances, they must remain neutral.

Members of the Board of Ethics may not serve on any other board of commission appointed by the Governor.

When a Board Member has been appointed by the Governor and confirmed by the Senate, he must pass Ethics Board training before he may serve on the board. This training will be standardized for all incoming board members and will be created and administered by the Board of Ethics.
