[edit] Introduction
House Bill 6 focuses on ethics training and financial disclosure training for government officials. This is one of the pieces of legislation that was passed during the special session on ethics reform held from February 10th 2008 to February 26th 2008.
[edit] Required Ethics Training
Beginning with the term starting January 1st, 2008, the following people must complete 1 hour of ethics training for every year that they serve. Newly elected officials must take the first ethics training course within 90 days of taking office.
- Legislatures
- State-Wide Elected Officials
- Public Service Commissioners
All of these people must also complete a minimum of one hour of financial disclosure training during his or her term in office.
- The officials whose are in their mid-terms and do not renew their terms until January 1, 2010 or January 1, 2012 respectively, do not have to take the training until their next session begins.
Additionally, every registered lobbyist must take one hour of lobbyist ethics training every year.
[edit] Penalties for Non-Compliance
If anyone required to take the ethics and financial disclosure training fails to do so, the Board of Ethics will mail a certified letter informing them of this, at which time the individual must complete the training within 30 days. No penalties will be held against the person if they comply.
Failure to comply within 30 dyas will bring about penalties.
[edit] Ethics Training Standards
The Board of Ethics must submit their training on ethics and financial disclosure to the Louisiana Supreme Court Mandatory Continuing Legal Education Committee for approval.
