[edit] Purpose

Senate Bill 29 defines certain political organizations as political committees for filing campaign finance reports. It also sets a standard for reporting of contributions and expenditures, the use of campaign funds, and the payment of campaign finance fees and penalties.

[edit] Definition: Political Committee

Any organization that supports only candidates in Louisiana, receives over 50% of its funds from Louisiana, and spends over $20,000 in support or opposition to Louisiana Candidates is a Political Committee. Also, any organization that is a political organization as defined in 26 U.S.C.A. 527(e)(1)[1] is also a political committee.

[edit] Filing Reports

Any political committee must file reports detailing its contributors, the amount of contributions, and the expenditures made by the organization. All contributions in excess of $350 must be filed in this report.

[edit] Fines and Penalties

Fines and penalties for improper or late filings must be paid by the individual charged with the fines. It is unlawful for anyone to use campaign contributions to cover such fines. [2]
