Senate Bill 5 creates a new standard procedure for what is to happen when a legislature has a conflict of interest in a matter that is proposed on a bill. The legislator shall recuse himself of voting if a conflict of interest is present. If the legislator would like to participate in discussion and debate on the matter, he must disclose the nature of his conflict of interest in discussion. [1]
