The Lucy Burns Institute (LBI) is a 501c3 non-profit organization based in Madison, Wisconsin. It was founded in December 2006. LBI sponsors WikiFOIA, Ballotpedia and Judgepedia.

After getting its feet wet with WikiFOIA, LBI developed an interest in wikis as a way of building and sharing libraries of information about the complex world of state and local policy initiatives and legislation, with a particular focus on the layout and accessibility of information.
