Mail Tribune v. Michael Winters is an April 25, 2008 decision by circuit judge Philip Arnold in Oregon that is currently under appeal to the Oregon Court of Appeals.

Under the Oregon Public Records Law, judge Arnold found in favor of the plaintiff, the Mail Tribune, a newspaper in Jackson County, Oregon. The newspaper filed filed an OPRL request with Michael Winters, the sheriff of Jackson County, asking for a "copy of a list of all concealed weapons permits issued in Jackson County in 2006 and 2007."

Sheriff Winters declined to provide the list, and the Tribune sued. Winters said that the list should be exempt under Oregon's law, because making it public would harm the individual security efforts of people with concealed weapons.^[1]
