Maryland House Bill 1252/SB 995 (2007)

House Bill 1252, sponsored by Del. Warren Miller (R-Annapolis), was introduced February 22, 2007 . Concurrently, Senate Bill 995, identical to HB 1252, was sponsored by Sen. Alex Mooney (R-Frederick).
The bill requires the creation of a searchable website to disclose information on state grants and contracts over $25,000 by January 1, 2008. It would be created and operated by the department of management and budget.

[edit] Grant/Contract Information
All state awards over $25,000 would be posted on the site. This includes grants, subgrants, loans, awards, cooperative agreements, other forms of financial assistance, contracts, subcontracts, purchase orders, and other payments. For each of these, the following information must by on the website:
- Name of the entity receiving the award and, if applicable, parent entity
- Amount of the award
- Type of transaction
- Name of the agency making the award
- The budget program fund source
- Descriptive purpose of each funding action/award
- Location of receiving entity and location of primary performance
- Any other information deemed relevant by the department

The bill specifies the search capabilities the site must meet. The public must be able to:
- Search data for fiscal year 2008 and each year after
- Search electronically by field in a single search
- Provide input regarding use of the site and make recommendations for improvement.
No information would be posted online that is considered confidential under state or federal law.

The House bill was scheduled for a hearing on 03/20/2007, and was not acted on afterward.[1] The Senate bill was read in the senate 03/05/2007, and not acted on afterward.[2] Maryland House Bill 358 (2008), which became law May 22, 2008, set up a similar website.
