The salary of Maryland's governor ranks 11th among U.S. governors' salaries. The average salary earned by U.S. governors is $128,735. The median salary earned by U.S. governors is $129,962
Legislators' salary
Maryland state legislators make $43,500 per year.[3] Legislators also receive a per diem of $101/day for lodging; meals $42/day, out of state travel $225/day for meals, tied to federal rate and compensation commission.[4]

The salary of Maryland's chief justice ranks 7th among U.S. chief justices' salaries. The average salary earned by U.S. chief justices is $155,230. The median salary earned by U.S. chief justices is $151,284.[5]
The salary of Maryland's associate justices ranks 18th among U.S. associate justices' salaries. The average salary earned by U.S. associate justices is $151,142. The median salary earned by U.S. associate justices is $145,984.[5]
State and local employees
According to 2008 Census data, the state of Maryland and local governments in the state employed a total of 339,137 people.[6] Of those employees, 266,704 were full-time employees receiving a net pay of $1,275,723,872 per month and 72,433 were part-time employees paid $115,500,037 per month.[6] More than 56% of those employees, or 192,807 employees, were in education or higher education.[6]
The 10 highest paid employees in the state of Maryland are University of Maryland employees, according to a database compiled by the Washington Business Journal. The salaries are only base salary and do not include bonuses or other perks. [7]

After the state's 10 highest paid employees, there are nine other University of Maryland employees all earning more than $500,000 annually. [9]
University of Maryland Baltimore officials say that the amounts that the comptroller’s office says the professionals in the medical school are paid are accurate. However, the entire amount does not come from taxpayers. A university spokesman said that figures from the Comptroller’s Office tend to include research grants that doctors bring in, as well as some of the funds they make in their private practices. The spokesman said that most doctors who work for the medical school also see patients in their regular practices outside of their teaching work. [10]

Gary Williams, the former head coach for the University of Maryland men's basketball team, earned total compensation of $2.3 million in 2010. Williams earned a base salary of $450,869 and additional earnings from television and radio appearances, camps and academic and performance incentives. [11]
In all there are 5,501 Maryland employees earning more than $100,000 annually, with 665 earning more than $200,000 annually. [12]
Agencies with Highest Salaries
According to a Maryland Reporter analysis of full-time salaried employees, the Board of Contract Appeals has the largest proportion of employees making six figures or more, with 60% in that top range.

Employees in the governor’s office have the next highest proportion of six-figure salaries; 26% of them are in the top tier. A quarter of the employees in the Maryland Energy Administration and the Board of Public Works (which only has eight employees) each make more than $100,000.
At least a fifth of all salaried employees at the University of Baltimore, University of Maryland Baltimore, the Office of the Capital Budget, the State Treasurer’s Office, the Chief Medical Examiner’s Office, the Secretary’s Office in the Department of the Environment, and the Health Access/Cost Commission make $100,000.
The average salaries in these departments are also some of the highest. According to an analysis of all annual salaries of employees, the average salary of an employee in the University System of Maryland’s main office is $98,703.
Some of the other departments with high average salaries include the Board of Contract Appeals, which pays an average of $89,067; the Maryland Health Insurance Plan, which has an average salary of $84,891; the Office of the Deaf and Hard of Hearing, with an average salary of $80,000 (with only two employees); University of Maryland Baltimore, which pays an average of $79,711; and the Secretary’s Office in the Department of the Environment, with an average salary of $79,381. Close behind these is the Health Access/Cost Commission, with an average salary of $79,042.
Teacher Salaries
Maryland State Education Association local affiliates negotiate contracts with local school boards over salaries, benefits, and a range of working conditions. [14]

State employee benefits
Employees of the State of Maryland receive many benefits.
Insurance
Health Employees may choose from eight health insurance plans, including PPO plans, POS plans, and EOS plans.[16] Prescription drug insurance is separate from health insurance.[17]
Dental Dental coverage is available to all individuals who are eligible for State health benefits.[18]
Flexible Spending Accounts Flexible Spending Accounts (FSAs) allows employees to set aside money from each pay with deductions, on a pretax basis, to pay for a wide variety of common health care and dependent day care expenses for the employee and his/her eligible dependents.[19]
Life Employees may choose life insurance coverage in $10,000 increments up to a maximum of $300,000. The employee may choose up to $50,000 guaranteed coverage without completing a medical history statement, but for coverage greater than $50,000, the employee must complete and submit a Statement of Health form to be reviewed by MetLife.[20] Employees may also purchase life insurance for their dependents.
The Accidental Death and Dismemberment (AD&D) Plan is available to all Active Employees and their dependents who are eligible for health benefits with the State.[21]

Holidays State employees receive 13 paid vacation days in 2010.[22]
