"Government employees are the mere custodians of public records. The records themselves belong to the public. And the public has a right to view those records at will.

That's the essence of this state's Open Public Records Act. Yet many government officials simply don't get it. They stall. They throw up roadblocks. They look for exemptions to keep the public's hands off what is rightfully theirs. Open-government advocates and citizen activists continue ro find themselves in lengthy battles — sometimes costly court confrontations — to pry public records out of the grasp of obstructionist officials."
