McAllen pays membership dues to the Texas Municipal League, a taxpayer-funded lobbying association. The city also gave the local firefighter's union $7,000 to fund travel to a 2008 convention in Las Vegas.[10] The city has also paid $1,000 registration fee for the 2010 convention in San Diego.[11] Bettye Lynn, an expert on union contracts, said she had never heard of such a stipulation.[11]
