"When Uniontown resident Michael J. Cavanagh did not receive public information he requested from the city of Uniontown and he appealed to the state office of open records, he was one of the first to appeal the newly enacted law.

The state Office of Open Records opened for business shortly after the beginning of the year, when the new open records law took effect. Gov. Ed Rendell signed the law a year ago, but implementation was delayed. It replaced a law that was 50 years old.

When Cavanagh didn't receive the requested list of the city's employees, their salaries and positions by the appropriate time period, he appealed."
