The lead sponsor of the bill was Ann Rest-D. Two months later Terri Bono-D signed on. The bill was rerouted twice from the "State and Local Government Operations and Oversight Committee" to the "Judiciary Committee" before ending up at the "Finance Committee."[1]

The bill died in the Finance Committee.
