House Bill 101 was signed into law by Governor Haley Barbour on April 14, 2008. Sections 2 through 6, referred to as the "Mississippi Accountability and Transparency Act of 2008," requires the Department of Finance and Administration to create and operate a website detailing state expenditures.

The bill gives the Department of Finance and Administration the authority to establish the form and timelines for state agencies to report. The bill designates that it must be a single, searchable website accessible to the public at no cost. It must include the following information:
- Name and principal location of entity or fund recipient (excludes individual addresses and identifying recipients of state/federal assistance)
- Amount of funds expended
- Purpose of funding/expenditure
- General source of authority for expenditure
- Specific source of authority for expenditure
- Funding/expending agency
- Type of transaction
- Any other information deemed relevant by the Department of Finance and Administration
An electronic copy of each grant, contract, subcontract and purchase order completed on or after the start of the website is to be posted on it.
