"Monroe County officials have refused a Democrat and Chronicle request for records related to trades work done for the county by Robutrad Corp., which is at the center of a criminal investigation.

The records can be withheld from public release because they "relate to an ongoing criminal investigation," according to the denial letter signed by Noah M. Lebowitz, county records access officer.

But state open records expert, Robert Freeman, said in a telephone interview that the refusal to release the records appears to be in violation of state laws. The Democrat and Chronicle is appealing the denial."
