The Municipal Association of South Carolina states its lobbying priorities in its “2009 Legislative Agenda”. [2]
[edit] Fiscal Issues
The MASC supports the creation of an independent tax entity to study proposed tax reform legislation and its effects on state and local government before the South Carolina General Assembly passes bills as laws.
It also wants to changes the current millage cap law for local elected officials so that they have “the flexibility to use millage increases for future needs”.
[edit] Economic Development/Infrastructure Issues
The MASC wants to make it so that cities and towns have the same flexibility as counties to suspend blue laws based on local circumstances.
The organization also supports use of the state’s Educational Broadcast Spectrum to bring broadband to all South Carolina cities and towns for "individual, economic development and public safety use".
Road and bridge repair is something the organization is pursuing, as well as allowing cities and towns to take a “penny for progress” sales tax option and a federal “Main Street” stimulus package for infrastructure.
[edit] Public Safety Issues
The MASC wants to reestablish discretion as a defense in law enforcement officer pursuit cases after a court decision eliminated the ability of law enforcement officers to make quick decisions when deciding whether to pursue a fleeing suspect.

Smoking ban proposals have made local government power a concern for the Municipal Association. The organization wants to focus on ensuring "local governments maintain the flexibility as ruled by the state Supreme Court to enact local smoking bans based on an individual community’s needs rather than a statewide mandate".
