New York County is one of 62 counties in New York. It is coextensive with Manhattan. Since New York City's consolidation in 1898, Manhattan has been governed by the New York City Charter. The Borough President has minimal executive powers, and there is no legislative function within a borough. The following ratings are from New York City's website.

- Freedom of Information Law requests can be made online, under respective departments.[8]

- Annual Procurement Indicator Reports[10] provided, along with a search for current bids and recent awards[11], but full current contracts do not appear to be available.
- Includes a "Lobbying Bureau,"[12] but does not appear to list information on taxpayer-funded lobbying associations.

- Includes information on discretionary fund applications[13]from participating elected officials, searchable by date, amount, and organization.
- Public Advocate's website also includes updated schedule of the Public Advocate's meetings with lobbyists [14].
