"It's been two months since Pennsylvania's new open records law took effect, and already news organizations have encountered a practical example of one its flaws.

According to Associated Press last week, the Pennsylvania General Assembly claims the new law does not give the public a right to review correspondence between lawmakers and lobbyists.

After the caucuses stymied the requests, AP took its cases to the chambers' appeal officers, who denied that lobbyist communications amount to "legislative records" accessible by the public."
