"The Pennsylvania Newspaper Association helped lead the lobbying for changes to strengthen the state's Right-to-Know Law, but now it's criticizing the state agency that enforces that law.
At issue is a budget proposal discussed by the Northampton Area School District in February.
The board provided a copy to a reporter for The Morning Call in Allentown, but blacked out the numbers."
