The Pioneer Institute (PI) is a 501(c)(3) non-profit free-market research and education organization in Massachusetts. Founded in 1988 by Lovett C. Peters, it produces research mainly from outside experts and works to develop a strategic research and programs agenda for the issues it supports.[1]
PI's website states, "The application of free markets is not a conservative nor even a libertarian dictum. Markets work. Over the past half-century, governments of all political persuasions have used markets to provide more effective and efficient services."[1]

PI has three research centers: school reform, better government, and economic opportunity.

The Center for School Reform supports school choice and an accountable public education system. PI was an initial leader in the charter public school movement and seeks to build on that. Currently they are promoting choice and competition, school-based management and math and science education.[2]

PI's Shamie Center for Better Government supports limited, accountable government. Currently they are promoting reform of public employee pension and health care liabilities and affordable, high-quality healthcare.
[edit] Economic Opportunity
The Center for Economic Opportunity supports efforts to keep Massachusetts competitive. Currently they are working to promote market reforms to increase the supply of affordable housing, reduce the cost of doing business, and revitalize urban areas.

PI distributes its research through a number of publications including white papers, policy briefs, transcripts, annual reports, public testimony, and regulatory guides to local business issues. Although no long publishing books, prior to 1998 PI published 16 books.[3]

PI is supported by individuals and foundations. It does not accept government funding, is not attached to a university, and does not do contract research.[1]
