"At the start of the new year, citizens gained better access to local government, but few have taken advantage of the opportunity.
Last year, Gov. Ed Rendell signed into law a complete overhaul of the Right to Know – or open records -- law, guaranteeing the public’s right to view and obtain copies of public records held by government agencies.
The new law opens many records to public inspection, including legislative and financial records, telephone records, notes and e-mails. It also guarantees access to public records in the possession of government contractors performing “governmental functions” on behalf of an agency; establishes an online, searchable database for state contract information; and requires state-affiliated universities to make certain financial information public."
