Richmond school district supervisor overpaid employee, falsified evidence

June 17, 2009 The inspector general of Richmond, VA announced that the Richmond public school system supervisor, Superintendent Yvonne W. Brandon, overpaid an employee and then falsified documents to justify the action.[1]

[edit] Falsifying paperwork

A letter from Umesh Dalal to Brandon does not include the name of the official but writes that the supervisor "either overpaid or failed to detect overpayment to the employee" and "created documentation after the fact to justify overpayment to the employee."

According to the letter, Brandon's payroll documentation was "very limited and incomplete," failing to coincide with time sheets and work schedules. Dalal said the overpayment for the year reached about $2,000.

[edit] Personal relationship with employee

The inspector general's office became involved after getting a tip that the supervisor had hired an unqualified person with whom she had a personal relationship. This person later became her close relative. Unlike these allegations, the employee was found qualified during the audit, but the conflict of interest of the supervisor's actions was undesirable.
