Robert Archer is a member of the Topeka city council, District 7.

In the 2009 election he expressed concern over current Topeka city manager Norton Bonaparte, "Strictly based on results, I am disappointed with the performance of the current city manager. Although he has hired some good people in key positions, city finances need to be reviewed, customer service is poor, and employee morale is low. Most significantly, time after time, the city has missed opportunities to save tax dollars."

"I would like to see a more open discussion of the city council's expectations for the city manager and whether those expectations are met or exceeded."[1]

Archer defeated Lisa Stubbs and Beth Cooper in the general election April 7, 2009.
