[edit] Public records
In December of 2008, in accordance with the revised Pennsylvania Right to Know Act, Salford's Board of Supervisors unanimously appointed Supervisor Barbara Lynch as the open records officer. [2]
[edit] The importance of audits
Illustrating the importance of regular financial audits, Salford Township is conducting an investigation into financial irregularities discovered during the town's "first complete financial audit, which had to be conducted so that the township could receive financing for the Salford water and sewer project". During the audit it was discovered that 11 months of paid bills were missing from the Municipal Building, and that former administrative assistant and secretary Lillian McLaughlin had been writing checks from town funds to herself. McLaughlin's position was terminated, but neither the funds or the bills have yet to be recovered. [3]
After the financial irregularities were discovered, citizens expressed a desire for change in the way the township is being governed at the township's annual reorganization meeting. "'All we're asking for is transparency,' Jim Styer, a Salford resident and a frequent attendee at township meetings, said. 'We need to have controls in place that can do that.'" Supervisor Lynch attempted to reorganize the leadership structure of the board of supervisors by nominating herself as Chairman and Vice Chairman, but failed to receive a second from the existing officers. "'My observation is that we're not reorganizing,' Lynch said. 'We're organizing the same way it has been for the last 30 years.'" [4]
