[edit] School Board
The five member school board is elected by the public to focus on four goals laid out by the district. Those are to set a direction for the District, to provide a basic organizational structure by setting policy, to ensure accountability, and to provide community leadership on behalf of public education.[8] Members of the board are:

Teacher contracts are negotiated with the Santa Ana Educators Association (SAEA). Teachers contracts are not available on the District's website. The latest contract available on the SAEA's website ran from July 1, 2008 to June 30, 2010.[9]

The District's current Superintendent is Dr. Thelma Meléndez de Santa Ana. She was unanimously approved by the board on July 26, 2011, and assumed duties on August 8, 2011. Dr. Meléndez de Santa Ana's previous position was as Assistant Secretary for Elementary and Secondary Education at the United States Department of Education, where she served since 2009 as a principal advisor to U.S. Secretary of Education Arne Duncan.[10] The terms of her three year contract include a base salary of $265,000 per annum, along with an annual $16,704 in additional payments, and a $15,000 relocation payment.[11]

The Santa Ana Educators Association is the main representative of non-management certificated employees in the Santa Ana Unified School District, including teachers and and educational support staff. The union has about 2,600 members. It is an affiliate organization of the National Education Association and the California Teachers Association.[13]

[edit] Academic performance
California public schools are measured by the state Department of Education. For the 2010 school year, 63% of Santa Ana Unified School District's schools, 33 total, met their Academic Performance Index growth targets, set annually by the state. The state average for this period was 58%. 10 schools saw growth but did not meet their targets, while 9 schools either stayed the same or saw performance declines. The schools that did not meet their targets were Franklin Elementary, George Washington Carver Elementary, Lowell Elementary, Martin Luther King, Jr. Elementary, Pio Pico Elementary, Taft Elementary, Raymond A. Villa Fundamental Intermediate, Willard Intermediate, Century High, and Hector G. Godinez High.[15]
Nine SAUSD schools were honored by the Orange County Register for the 2011 school year as outstanding Orange County schools. They were Harvey Elementary (gold), Muir Fundamental (gold), Greenville Fundamental (silver), Romero-Cruz Elementary (silver), Thorpe Fundamental (silver), Diamond Elementary (bronze), Esqueda Elementary (bronze), Monroe Elementary (bronze), Sepulveda Elementary (bronze).[16]
All schools are also required to provide annual School Accountability Report Cards, detailing further academic performance information, available on individual school webpages.[17]

In April, 2010, six district schools agreed to undergo significant reforms in order to apply for and receive new federal funds. Century High, Santa Ana High, Saddleback High, Valley High, Willard Intermediate and Sierra Intermediate were the only schools in all of Orange County named as "persistently low-achieving schools." In order to receive additional federal funds, they agreed to implement one of four possible reforms: replace the principle and rehire no more than 50% of staff, close and reopen as a charter school, close and send students to better performing schools, replace the principle and increase instructional time.[18]
